Bug description: Sometimes Chain Lightning have cooldown. Because of the Shamanism passive this should not happen. It is not some kind of permanent bug. When you relog or unstuck the bug get fixed but is a big inconvenience. I asked few Elemental Shamans about the problem and all confirmed that at some point they experienced the same thing.
Proof: I will try to make some screenshots to prove it but for the moment I dont have any.
