[FIXED] [Shaman][Enhancement] PvP Set Bonus (Frostflame Weapon) proc from melee spells

Bug description: Does not proc from ranged melee attacks, like the shamans Auto Attacks and Stormblast during Ascendance, or the shamans Unleash Wind (Unleash Elements with Windfury enchant on)
Proof: Look at this video from retail patch 5.4. https://youtu.be/zIZYQyfuyig?t=44 The shaman uses ascendance and slows the target with the slow from range.

Stormblast, Stormblast Offhand and Wind Lash, Wind Lash Offhand do not apply the slow from the PvP set bonus.
Confirmed.
