I think it's supposed to work like that, off-hand deals less damage than main hand and obliterate deals (456% + 456%) damage, and since off-hand hits for less the ability will also deal less damage with off-hand.

Offhand has lower damage than main hand since wotlk. No bug

it just seemed weird to me that the offhand was half of the mainhand damage, didnt realize we dont have the bonus offhand damage trait
