I have spent hours comparing each ability in the game to where the retail game was at during various points throughout 7.1.5.
I have tried to figure out what date we are "at" here. I assumed all prior fixes would be done up until a certain date.
This is not the case. I have in fact found multiple instances where things are "mixed up".
One example is where there are many changes, and most are implemented here, except one rogue ability and one demon hunter ability. What's even stranger is that SOME of the demon hunter changes were made here, but some weren't, from the very same patch day.
This can be found over and over. In the example with the demon hunter that I gave, you see the nerf wasn't implemented here, but the buff was. So demon hunters are even stronger then they already would be.
The frost dk example is a good one. Chillstreak, the pvp template, I have looked into all these and found them to be inconsistent, as in not ALL matching up to any particular release, but being a combination for multiple.
This is an issue spanning classes, specs, abilities, talents, stats. Like I said I have spent hours researching these issues because I wanted to make sure I wasn't spending time working on a "bugged/over-nerfed" class.
If I can be of any help to the dev team, feel free to contact me or reply here. I can try and provide as many examples as I can.

Also, my suspicion actually is that some/all the information was pulled from a ptr build, because I believe I have found things mentioned on the ptr, but never released on live.

All hotfixes above in the link were applied on freakz for each class on ptr, that's what said our developer for pvp part.

There are numerous hotfixes in the above link that are not how things are on freakz. Not just one or two things either. There are many.
One good thing about that link is that it includes all the changes from 7.1.5 release basically up until right before the 3/28/17 release of 7.2.
I'm not requesting that you guys update everything here to match everything on that list. In fact, I've went through the notes and it seems that things here at freakz are closer to how everything was at 7.1.5 release, rather than updated afterwards.
I just think that consistency is the issue. If you guys can say "were making our server work as much like 7.1.5 was on release" or "were trying to make things as they were at the end of 7.1.5" then you could more easily handle issues like this Chill Streak issue.
As it stands, if someone says that a spell should be "this" instead of "that", there is no one point in 7.1.5 that we can agree upon as the correct version of a spell, if we don't choose a point in time to strive for.

we always have them like at the end of the patch, it is the only logical thing we can do. Why would we have them like at start, then what, wait 1 week or how much is was on blizz to upgrade them, if something it's not like it is at the end it is a bug and if it's reported will be fixed
