Bug description: The quest is not available, this quest is needed to be able to use skinning in legion

Quest is now available. But cannot be turned in. Kondal Huntsworn (https://www.wow-freakz.com/npc_finder.php?npc=93541&&name=kondal-huntsworn) should be the one that ends this AND grants the next quest.

) Note that I already have Legion skinning, which shouldn't be possible since this quest rewards it. ^.-

I'd like to point out that the item that gives this quest should be among the first items you skin in the Broken Isles. It currently takes quite a few tries to get it. It should also only drop once ever.

Same thing for the Stormscale quest btw, which you can see as a bonus in my picture. =/

The issue still persists. Turn in is impossible, in spite of the fact that the NPC is there.
