[FIXED] [General] PvP Baseline expertise

Bug description: More of a question than a bug report... I noticed non-tank classes and casters dodging and parrying more often than they should. I know for certain casters were never dodging attacks in legion PvP.

So my question is, did you implement the 20% baseline expertise that all players should have in instanced PvP?

These are the official patch notes for 7.2 but they imply the existence of the baseline expertise before 7.2. In this patch they only changed it so it would no longer count towards 100% dodge or parry abilities. I could not find mentions of it anywhere else.

Casters are dodging spells far too often right now, indeed.

is it just me? or Ret paladins can parry and Block spells or ranged attack.

btw i think you can parry or dodge if somebody hits you from behind

I miss on feral using animal instinct too, and i noticed this happens you you attack from a side or from the 5yd max mele range

i miss my Apocalypse spell very often even on casters/healers(the spell gets parryed or dodged)
