The four Cata bosses will drop the Bouquet of Red Roses in normal or heroic. I'm pretty sure the drop rate is 100% during the event. (and, of course, zero when the event is over) I've farmed several in Stonecore, and never had it fail to drop.

The WotLK bosses will drop Bouquets only in heroic. That is true for the classic instances, you have to do them in WotLK Heroic mode, even though the completion achievement is in the classic section. You won't get a bouquet running normal Deadmines.

Five of the seven WotLK bosses will drop either the Bouquet of Red Roses or the Bouquet of Ebon Roses. I believe this is also 100% drop rate of one bouquet during the event. Since only one bouquet drops, either Red or Ebon, the drop rate is split between them. I've only farmed these once, and the Bouquet of Ebon Roses dropped.

In the End Times, two bosses each drop just one of the bouquets; Echo of Jaina drops the Bouquet of Red Roses and Echo of Sylvanis drops the Bouquet of Ebon Roses. I don't know if both drop or only one.

The Bouquet of Red Roses works all year 'round for the Fistful of Love, with a five minute cooldown between petal showers. It also works for Flirt With Disaster (Horde), and, presumably, Flirt With Disaster (Alliance). The Bouquet of Ebon Roses does not work for either achievement.

Neither can be used for transmog.

Edit, Feb 21, 2017 - I should add that both bouquets may rarely drop at random from world wide mobs during the event (or at least, used to ...). I've had this happen once, years ago.

Yeah. I can confirm. Quest doesn't work on any character and I can't do this achi because I have all characters on max lvl. I miss only this achi to complete the whole event.

okay. so i got the achievement by completing Crushing The Crown. I used a 85 char to get the quest https://www.wow-freakz.com/quest_helper.php?quest=28935&&name=crushing-the-crown. its the uldum one. didnt check in between 81-84, didnt get before that and after 90 and you dont need to complete https://www.wow-freakz.com/quest_helper.php?quest=24576&&name=a-friendly-chat. good luck.

I dont know if its the only problem, but you cant take the quest https://www.wow-freakz.com/quest_helper.php?quest=24851&&name=hot-on-the-trail on high level chars (database says the level for the quest is 1-90). This quest is required to get the other quests of the chain, including the one that rewards the achivement. The completions you are seeing are probably on lower level chars (i didnt tested this on alliance).

well the crushing the crown quest needed for the achievement was got only when my char hit 85 which wasn't there from 1-80 (didn't check in between 81-84). and also hot on the trail cant be done by lvl 90+ chars. while the friendly chat with snivel doesn't give the required ledger for quest turn-in though it gets marked as complete. This much i gathered from 5 110s 2 90s 1 80

A Friendly Chat... is not doable and after that quest we get the quest Crushing the Crown and after we did this we get the achievement. But is completed by 0 Players so idk how ppls got the achievement, some strange bug. Proof:https://imgur.com/a/AdFzg
Also there are like 30 Crushing the Crown quest and each has a different Level range.

Confirm. A Friendly Chat after talking to Snivel Ructrocket you get quest credit completed, but you don't get Snivel's Ledger therefore quest cannot be turned in.

Achievement is completed by Alliance players, since on their side chain is partially working and the daily quest is doable.

Try to get quest while you're not on your mount.
