Trinkets are getting procced by non damaging spells

Bug description: Trinkets are getting procced by non damaging spells, like blink and mount cast. I personally see it happening on https://www.wow-freakz.com/item_finder.php?item=140801&&name=fury-of-the-burning-sky, but other players are saying it happens on other trinkets aswell.

Same happens for Oakheart's gnarled root - it even get procced by legendary procs (like prydaz or roots of shaladrassil)

Damaging trinkets, items: Can proc from healing yourself/other players on yourself or the other players, activating spells (ex. volley)

Enchants, item sets, trinkets, etc.: Can proc from non combat things such as blink, eating, mounting, changing form(druid).
