Bug description: So this is a skill only available to those players that actually have this skilled in their tree and not for those who dont, but when i was on the dummy i noticed that i was able to get Flame rift procs when i casted Dimensional Rift which shouldn't happen at all. This is a super dps increase for people without the trait being skilled.

Confirmed.

Dimensional Rift should only be able to spawn Flame Rifts when the Flame Rift artifact trait is unlocked.
