Bug description: After i have found the 5 Nomi's Silver Mackerel in the barrel near the quest giver i can-t complete the quest. The npc doesn-t accept the fish.

I have the same problem. This quest is not working anymore. Important quest for cooking.

Confirmed. This prevents access to rank 2-3 recipes.

Confirm. This quest got broken after 7.2.5 patch. After getting the Mackerel the quest icon over Nomi is still grayed out, therefore can't complete it. It blocks the remaining quests for Cooking.

This was broken before the latest patch as well. Even now, I'm still unable to complete that quest to turn in the mackerel, but I was able to put in work orders before the patch and am still able to after the patch anyway.
If you're at this point, talk to him anyway if you've completed the "learn 6 Legion cooking recipes" quest and he should still populate a list of items he's looking for to start work orders if you have at least 5 of the ingredients he requires.

Do you mean he should have work order options on the talk menu? If so, do you must have all the ingredients needed for the work order to see them?
I have only grey quest option and "I want to browse your goods" which does nothing.

He should have them if you've completed the 6 Legion recipes quest, yes. My main is stuck at the "hand the mackerel" quest, but if I have at least 5 of the ingredients he's looking for, the option to start a work order is there for me. I got to this stage a while ago though and patches seem to fix one thing and break another, so it might be different now. He should not only have a list of available work orders to start, but he also acts as a vendor for a few recipes as well.
