Bug description: proc chance and dmg too low pvp and pve target

Not sure about proc chance, but animation behaves weird.

LE: Nvm, the bug is auto attacks cancel/interrupts your spell animations, I think spell animations should have priority over auto attacks.

trying to get a good proc chance estimate on about 100m damage is not enough proof, since even on retail this talent would be about 1-1.5% damage at most.
please provide actual proof of this happening by dealing more damage and thus fighting for longer.
