CAS system was unable to initialize: unable to load manifest for patch - nothing helps

Ok so I am getting this exact error every time I try to run launcher64.exe or launcher.exe, doesn't matter. I got the launcher and wanted to download while playing, since my internet is super slow.

I have :

Moved the wow folder to a different drive into another separate folder.
Removed read-only from the data folder, even from the whole wow folder.
Claimed ownership of the folder.
Deleted config and replaced it with the configs from the download page - tried all the solutions there for the CAS errors and even other unrelated errors.
stopped auto updates in windows 10.
stopped controlled folder access in windows defender, made exceptions for wow in antivirus.
downloaded the config and other files from the torrent.

I am running the files in administrator mode, win7 compatibility. When I run them initially I can see more files being added to the wow folder, so it means everything is downloading. Once it starts, though, I get this CAS error in different variation. The one provided in the beginning of the post is the most recent.

Could anyone help me? Tried getting back to the game now that we have a new update, but I am stuck since a few days ago...

Maybe if someone could upload their most recent config folder it would work?

Hello DedlyX,

Download while playing is no longer possible duemto changes Blizzard made. There only way to get the game client now is through the torrent.
