Bug description: Does not proc.
Proof: It just doesn't proc, and it has already been confirmed by a mod that the proc rate is currently set at 0/ppm.

As it's been 6 months since it's been addressed after being confirmed to be a known issue. I'm proposing that it be re-opened.

For pve is not a big deal beacuse the charging effect cannot occur in raids or Mythic+.

It's still nice to have in world content and in PvP. Also, there are some world bosses where it would come in handy.

But besides that, it's still a bug and it's worth reporting.
