this was an issue as well on official servers, the fix is shown in wowhead comments, please try this:

I had to log completely out of the game and when I came back in, I had the orange mist showing on my screen. If you already have all 8 killed, run out of the quest area so the orange mist disappears and run back in. Kill one more Mist Creeper and the Horror should spawn.

I tried every suggestion that i read that can make the quest work but the orange mist doesn't appear at all.

Kill he Mist Creepers to summon the Mist Horror, if you kill them instantly nothing will be summoned, try to kill them slowly (without weapon e.g.) then the Mist Horror will be summoned. Kill and loot and quest is completed.

You just need to wait until the creepers summon the horror. Don't kill them too fast.
