not realy , when windburst hit evade , it dont does damage because is evade... and on belac and atrigan i was hiting 30 evades on that fight ...

when windburst hit evade it just apply vulnerability but it dont does damage to the target

1:24. Windburst evades but damages Harjatan.
Evade most likely is a visual/inoffensive bug that comes from the movement speed bonus it offers allies.
