[REJECTED] Cannot complete quest chain to Pandaria - no gunship!

Bug description: The quest is part of the chain that leads you to Pandaria. You go from the War Room at Stormwind Keep to a gunship over Stormwind Harbor. But there is no gunship, so the quest cannot be completed. I tried using my mage's teleport spell to go to the Valley of Eternal Blossoms, but the game teleports me to Dalaran as I have not completed the quest chain to get to Pandaria.
Proof: I can't take a screenshot if it isn't there.

These quests are working, but a bit differently than you would expect.

Sky Admiral Rogers isn't on the stairs.

Would it be possible to have that NPC have a yellow question mark above their head? The quest shows it ends to the north of Stormwind Harbor. That is why I was flying around looking for it.

I was able to get there using create portal. But now Sully Pickle O'Leary isn't there for the quest Touching Down (according to the guide above). So I'm stuck and can't progress. If someone could get Sky Admiral Rogers and Sully O'Leary to appear that would be great. This is my favorite zone. But with these bugs I can't progress.
