WoW Freakz spell link: Nether Tempest

Bug description: Old bug is back, it dynamically updates it's charge based damage and it shouldnt, meaning if you drop charges while tempest is on a target, it's damage will go down. Should only be dynamically updated for haste and damage/int buffs on the mage. Damage based on arcane charges should snapshot at the moment it is being cast.

Can confirm it is still happening,the only time it is working properly is if there is just 1 target.
