7.3.5 PTR Not Compatible

Hello. This message means that the realm is currently offline. When it is online, it will show "Low" on population.

Normally you'd be right. That's what it would mean if this was an official Blizzard login server.

However, on our 7.3.5 build, "Incompatible" does in fact stand for the server being offline. If you try to connect during this state, you'll be disconnected with error code WOW51900328 which is the correct, blizzlike, error code for the server being offline, as seen here: https://us.battle.net/support/en/article/21829

What Stimulation said is absolutely correct, at least for our server.
