You have to teleport into the scenario, then log out and login again, and the NPCs will be there in the scenario.

The NPCs only stay for Stage 1, and disappear once the Archivists are killed off. Tried relogging nearly 30 times in scenario, never got them to stay beyond Phase 1

same thing, but in my case the npc's gone from the begining. I do relog, cache delete. Nothing happen.

For me no NPC appears in the scenario and the final stage ( Survive the Manastorm ) is bugged and does not progress.

Happened to me too. I just abandoned the quest, teleported out and then logged out. When I went back to pick the quest up again, it auto-completed.

Please abandon and take the quest again.
The quest gets autocompleted for now, as you can see here.
