Bug description: Hello i want to craft the legendary boots, i have already crafted them for 2 times, i think this is where i did wrong,the NPC that helps you craft it gave me a mission where i should catch 3 wisps, i caught them,didnt receive any quest after,i did the nether disruptor quest and got the legendary thingy that allowed me to speak with the npc for the remaining quests but only for the quest that i was speaking with him about some tale(Specifically Fashion History ANd a Philosophy of style),after that , i tried completing the quest but i couldnt tried to relog and delete cache, i abandoned and it bugged,the legendary thing that allowed me to speak with him got deleted so i cant speak with him again,My character name is Nincat , i tried also unstucking, didnt work, i am a Feral Druid with maxed leatherworking, about ~925 ilvl , the boots are for giving on my other character, Drunksanta.

Can confirm, both Plate and Cloth quests do not trigger after listening to the npc's story like it would have in 7.2.5

What's even worse is, when you speak to the NPC who is supposed to start your quests, it consumes your Commendation.
I lost 5 of my Commendations before realizing this.

The initial quest the NPC offers (quest name: Fashion History and a Philosophy of Style; quest ID: 46804) is marked as complete after you finish talking to it, but you cannot turn it in.
