Various causes.

Bug description:
Example situation - Switching between Enlightenment and Enduring Renewal or Trail of Light halts the mana regen on all specs unless you change your stats (swap gear).

Happening with multiple classes. Caused due to relogging, switching specs and/or switching talents.

The issue can be reproduced on any class which uses mana.

I captured a video where it clearly shows that mana doesn't regen when changing specs.
Please note that going through a loading screen (teleporting) will make the mana regen correctly

Two separate instances of swapping specs, referring to https://forum.wow-freakz.com/REJECTED-MW-monk-mana-recharge-t578073.html. As you will see in it I have swapped from windwalker to mistweaver, and from brewmaster to mistweaver. Mana regen time = 1 minute, which should be around 528k regened mana, given that mana regens at 44k per 5 seconds.
From what the video obviously captures, there are no mana regen issues when swapping between specs with monk, unless the player has omitted information on how to properly reproduce the bug in his own report, hence the rejection on https://forum.wow-freakz.com/REJECTED-MW-monk-mana-recharge-t578073.html. Changed the title and bug description since it's caused on multiple classes (formally a holy priest bug report).

I tested the rejected monk report listed above, it's valid - caused due to relogging while in Mistweaver spec.

The scenario for Mistweaver monk is indeed different than what the other classes experience since it requires re-logging while the mana pool is regenerating.

I can confirm this as well on Mages. Although, in my experience, the issue is intermittent/irregular. Sometimes it will and sometimes it will not occur. However, removing (any piece of) equipment will, indeed, being mana regen up to normal.

Additionally, I have found that this solution is actually a viable fix for a lot of minor/major issues. I've resorted to simply creating a Dressed and a Naked set in the equipment manager to quickly switch between having nothing equipped and having everything equipped.

So, anyone experiencing issues with this -- Have a go at it with the game's native equipment manager. Viable workaround.

Confirmed, this issue seems to be fixed by unequipping and re-equipping certain pieces of gear.
