[Priest] Prayer of Mending not healing after first jump

I noticed that when the Prayer of Mending ability is used it acts normal (the target takes damage it procs and heals them) but after it jumps it shows that the target that is on will get 0 healing from it and doesn't jump afterwards even if there are more stacks remaining. I am not sure if it only happens to me but you can check it if you want to fix this.

I have also noticed it doesn't work properly. No jumps on bursting dot, quaking, toxic wound in EoA, etc. There are no patchnotes about such changes during Legion and it should proc off ALL damage.

If this is a different issue in your opinion ill confirm, else its a duplicate

I think they are both different issues since it doesn't jump as much as it should and it doesn't heal.
