[Shaman][Enhancement] Stormbringer vs Flametongue - Major bug

Bug description: Only the initial dmg when you enhance the weapon and deal dmg to the target should have a chance to proc Stormbringer.
Right now it procs from the second part of the spell - the flametongue part that procs off all spells.... so pratically it doubles the Stormbringer proc chance.
Did a test on dummy where I only refreshed Flametongue and autoattacked and I counted the procs. After 500 melee hits and 90 windfury hits + 37 flametongue applications I had 72 procs
without flametongue so only autoattacks and windfury I had 34 procs
So right now flametongue affects Stormbringer procs and it shouldn't.

And that makes sense because that part of the spell is a proc not a weapon damage.. just like lightning shield or fury of air (who also shouldn't proc Stormbringer and I think they are working as intended)

We can see there at Procs, Uptime and Benefits that it only procced 2.5 times for Flametongue with a 70 seconds interval

in all these simulation it's clear that Stormbringer only procs from the initial flametongue dmg and there is no data that it should proc from the second part of the spell.

Alright so, flametongue cast should proc Stormbringer, however flametongue attacks shouldn't. This is not such a major issue tho, it will not greatly impact the dps and rotation should still be smooth, (for example at 500 attacks with flametongue=48 procs (this includes casts as well) vs 500 without it which resaulted in around 35 procs). So to conclude it the bug is confirmed.
