[FIXED] [Rogue][Assassination] Subterfuge Damage

Bug description: Subterfuge is supposed to give a damage buff on garrote, at least for me.. it doesnt. no matter if I use garrot out of stealth or without, the damage/lowest ticks are at 65k each. should be higher with subterfuge.

the upper picture shows the talent and I used garrote out of stealth
the lower picture is showing the damage from garrote without using stealth at all

ticks are the same, no bonus damage with subterfuge.
