Bug description:
I skipped the https://www.wow-freakz.com/quest_helper.php?quest=13513&&name=on-the-brink quest and headed for the https://www.wow-freakz.com/quest_helper.php?quest=42756&&name=hunger-s-end quest, killing Ael'Yith and his construct, completing the quest afterwards. The reason why I needed to complete these quests is for the "The Power Within" questline for my artifact weapon; moments later after completing the complete questline Archmage Kalec appears and I hand in the "The Power Within" quest and then Senegos and Kalec have a quick conversation and Senegos fades away. I tried walking near some other instance like the Leyhollow cave (a bit north of the Azurewing Repose) and he appeared first in some kind of ghostly, astral form and then the other time I tried the same thing he appeared normally. Found out on the forum that another person had the same problem but with the "Azsuna Matata" achievement which I do not currently need, only the "The Power Within" quest

Tried relogging and clearing cache, still doesn't work. Do I have to wait for a server restart?

The phasing issue with Senegos was already mentioned here. As for the requirements, please check ; https://www.wowhead.com/quest=43533/balance-of-power#comments and see if you have all the required achievements.
