Bug description: Hi! I tried to find the quest (The Highlord's Return - Tank artifact challenge) but the quest giver isn't where it's supposed to be and i don't know how to find it or what's going on. Please help.

You can only get the quest while the Mage Tower is active.

It's usually only down 1 for day before being up for ~3 whole days again.
