In the screenshots you can see that I am using 2x Resounding Protection, Guard and Mchimba's Ritual Bandages.

Resounding protection's tooltip says it grants: 13,440 per trait, which is 2x 13,440= 26,880. In fact, the absorb is 36,680 in the buffs section. If Celestial Fortune were to increase the tooltip value of 26.880, the resulted absorb would be 26,880*1.65=44,352.
Guard should grant a buff that prevents the next 67,514 damage(tooltip) of stagger. In fact, the buff absorbs the next 104,509 damage. If Celestial Fortune were to increase the tooltip value of 67,514, the resulted absorb would be 67,514*1.65=111,398
Mchimba's Ritual Bandages [.....] 63,247 tooltip [........] 81,430 when is cast [.......] 104,357 with Celestial Fortune.

Side Note: The values are higher than the tooltip suggests, but lower than the value that would result from Celestial Fortune, so there is no bug regarding C.F. proccing all the time.
You can also see my stats, just in case, but any benefit granted by stats should be noted in the tooltip.
I don't know if the tooltip is wrong, or the value itself is wrong either.

C.F. doesn't ever proc on absorbs either, and it should, so this is another bug, which I will link with the one for better understading.

Dear fellow monk,

I've tested the CF proc for Resounding Protection. And it is too modifying the spell by x1.65 at 100% crit rate.

So in conclusion it is safe to say there is no issue with CF.

Side note. Never rely on tooltips. Tooltips don't get affected by some of the mods. This is the case not only on private servers but on retail as well. If you believe that the abosrb, heal or damage is incorrect it is always best to do a math from scratch preferably wearing no items so stats like versatility or additional procs would not interfere with the final values.
