[DUPLICATE] The Power Within Phasing Bug

Bug description: After the change of server cores (I presume), this quest doesn't spawn the NPC in Azsuna anymore, once you take the quest in your order hall and he asks you to go to Azuremyst in Azsuna, he's suppsoed to be standing waiting for you, but he's not there, at least not on my phase. I've tried deleting cache, all the obvious fixes, didn't help. I've also seen many people standing where he's supposed to spawn, waiting for him to appear even though he's not there, which means I can't be the only one with this issue. I've also seen people that CAN see the NPC, and even though I can see them, I couldn't see the NPC.

Worked for me with no problem. Take not that this quest is gated behind completing https://www.wow-freakz.com/quest_helper.php?quest=42756&&name=hunger-s-end, meaning you have to complete Azsura's questline up to and including this quest for npc to be visible.

I've completed this questline in the past, before fully completing my order hall campaign. After completing my campaign, the quest appeared, told me to go to the location where the NPC is, and it isn't there for me, no matter what I do.
