Same problem for me.
i can see all other wq from the other faction except stormheim.

I also cant see any WQ's in stormheim, i tried relogging, reloading and even removing all addons, still nothing. And the weird part is i can see the WQ's on all my other characters, but my main cant see any quest there at all

Confirming, same problem here. All legion regions had WQ available except Stormheim with the emissary quest available.

I discovered that while not having world quest open, i can do normal quests (storylines) and they still count as WQ for the Emissary quest. Also i tried deleting cache, nothing changed.
