Regarding the proof provided for the 2.5 ppm on dancing steel:
In MOP the RPPM has been introduced (in 5.2+, a hotfix in 5.1 was made for dancing steel and jade spirit, so 5.1 trinkets are not affected - they work under ICD and proc chance logic)
All procs (including weapons enchants) fall under RPPM logic, meaning that they have a base PPM (jade spirit and dancing steel have 2ppm) and
they are influenced by true haste
(The highest of your melee, ranged, or spell haste is chosen)
So you have a standard proc chance (according to standard PPM, it's 2 for weapons enchants).
You multiply that by the time passed since last chance to proc and real haste.
Example

LE: The 'time since the last chance to proc' is capped at 10sec, so that your first attack of a fight isn't a guaranteed proc.
LE2: Note that we are talking about true haste (comes from haste rating, and heroism, frost armor etc but NOT attack speed buffs, like Rogue's Slice and Dice)

That comment you reffered as info is partially correct. but doesnt fully makes sense

This cannot be correct, a 50 seconds cd clearly breaks the 2 RPPM as described in all blue posts i linked above.
The essence of RPPM is the removal of ICDs and static proc chance, and replacing it with variable proc chances on each attack.
Jade spirit has 2 RPPM, and no CD.

But that was not the point of my post, and you clearly missed it. The bug would would not have been existent all the same if RPPM was working correctly.
If you spend a few minutes analyzing the formula provided and all the links I gave, you would simply realize that the source of the proc doesn't even matter anymore. (you would still have the same proc rate)
If you think about it, proc-ing from heal would actually be a disadvantage.

i was looking for the real reason of high Dancing steel (and similar things) uptime, found the reason of bug, wanted to post in forum, but found this topic:

as you said, after 5.2 update all weapon enchants are now on RPPM system, no ICD and more complex chance calculation formula...
but what made me to make a reply is that 5.2 trinkets use the RPPM system too... so trinket proc's will be like the enchants...

so for instance lets say that a trinket or the meta gem fails to proc if i cast fel flame, when i cast the second fel flame this should have like 10%(i dont know the exact value) chance increased to proc and in theory this can go even to 100% because even if you have 100% change increased to proc it doesnt mean it should have 100% chance to proc, there is still a chance that it wont proc and this can go even to 200% 300% and so on.. till the item/meta procs and the cycle will repeat till it procs

I fixed the RPPM system, hopefully blizzlike, I did a lot of research and taken these posts (and more from battle.net / arena junkies / etc) in consideration. Spell finder now correctly shows base RPPM and RPPM per spec where available, for example:
Haste Trigger
@
Sinister Primal Diamond
or
Item - Warrior T15 DPS 2P Bonus
or etc
Also implemented the "bad luck prevention" as explained here

I did lots of tests and simulations and procs seem to scale correctly like they scaled on blizz. In some cases the proc chances are a bit higher after the fix, in some cases the proc chances are lower after the fix.
Thus being said, I removed the custom ICDs we had on various trinkets/enchants/etc. Fix will be live after next restart.
