First of all, the correct bug report is "legendary meta gems sholdn't proc in arenas / bgs". It should proc on players in world pvp/etc.
But most important, this is a 5.4.2 change. In 5.2/5.3 (when the gems appeared) they were proccing in arenas/bgs

Yes but you have to remember that these gems can only be placed in a 502 + ilvl headpiece.
In 5.3 there was the Tyrannical season and the pvp gear was 496 ilvl so you couldn't soket the pvp head pice.

And then you had the pve gear downscale to 491 (I think) .. anyway below 496.
I'm not 100% sure about this but someone who played on retail can tell us if the gems were soketed in a pve item and downscaled below 502 ... if in this scenario the gems were active.

Anyway .. blizz made that these gems could not be used in arenas for a reason. And the reason is that they are too powerful and could unbalance the gameplay.
For example :
I did some spectate on a warlock using http://www.wowhead.com/item=95347/sinister-primal-diamond
his 30% haste proc was up ~90% of the time.
A nonstop heroism/bloodlust . There are no words to descripe how OP this is.

Okey, so I played some arenas today and I noticed some important things.

1st and most important one currently there is no downscale in arenas (like it was in phaze 1) for pve gear

2nd someone should look at the new trinkets ( meta socket ) proc chance because like @raven3 said some of them proc a bit to much then they are intended and this affects pvp and pve side also.

3rd the legendary meta gems should proc ( if you want to keep them as they were @blizz in 5.2-5.3 BUT they cannot be equiped on items bellow 502 so if you are bis pvp geared you can equip them). Main reason they introduced that "nerf" in 5.4 was because of the legendary cloak proc itself.

4th downscale on blizz was done exactly to the level of the current sezon pvp gear , so on freakz it should be downscaled to 522 ( to be mentioned here , that even tho the normal pve gear was downscaled to a certain ilvl the mythic warforged or legendary cloak still had more ilvl then the pvp gear , reason why a lot of players were playing with it in arenas , mostly for stats .( PvE gear was banned in tournaments) .

Actually, in Grievous season , the PVE gear was downscaled like this:
to 496 ilvl at first and then it gained +1 ilvl weekly until 512 . SO in this season no pve gear should be above 512 ilvl in arenas.

So in our situation, being in the second week of the season , the pve gear downscale should be to 496+1 = 497 ilvl

This topic is about legendary meta gems, please stop talking about other issues.
To conclude the pve downscale issue: I did a custom scaling, will be enabled after next restart, we can't do it blizzlike because of various reasons. Main 2 reasons:
1. We have S14 PvP items with T15 PvE items, on blizz it was S13 PvP items with T15 PvE items.
2. The 5.4.8 spell formulas with current 5.3 gear

How do you even consider not disabling legendary meta gems in arena/bgs?? you do realize healers can get the tank meta gem which gives them 20% damage reduction, or the 30% haste for casters which is so op... Pvp is already unbalanced because of gear/5.4.8 formulas, the gems will make pvp a joke!

Almost 60-70% of the population have the legendary meta gem on their pvp head and this ruined pvp. The ppm si to high, every meta gem has procs 90% + all the time.

Pls, read this.
For example capacitance it procs every time the stacks expire, it procs 9x times in 1min only with melle attacks (enha spec ex). It should proc only 3 times in 1 min.

Just when i thought cataclysm nightmare aka rogues, ferals and encha shamans using http://www.wowhead.com/item=78002/bone-link-fetish and oneshoting people is gone, mister legendary meta gem came in and suddenly freakz turned into pay 2 win server . Seriously almost every single "high rated " player has gem and its so frustrating to play against it.
As magicqt said this is definitely worst pvp experience iv had on freakz so far.
Yes this is QQ post and NO im not bashing server, i am just stating obvious facts.

EDIT: I do realize this brings decent amount of money but i am pretty sure we gonna lose some potentials donors just because they will get tired of some classes doing insane DPS with gem and eventually move to another server.

PvP now is a joke and because of this meta gem it's nothing like the Grievous season on retail when these gems didn't even activate in arenas.

Yes... like Shokeru said .. it worked in Tyrannical season aka 5.3 but it's a little bit more complicated than that.

in 5.3 these gems were active in arenas but ghostcrawler made a hotfix so that they had a much lower chance to proc on players.
For example ..from multiple battlenet posts I gathered that the 30% spell haste gem proced on players in arenas and bgs ~once every 1.5 -2 minutes. Now it procs nonstop.

Another thing to take into consideration is the gear that was in that patch.
These gems could be socketed only in a 502+ ilvl headpiece so it couldn't be put in Tyrannical gear.
And back then, Tyrannical gear also had pvp resilience + pvp power was much stronger.
SO almost no high end pvp-er used it in arenas because he/she didn;t want to loose that much of pvp stats for a proc that activated once in a full moon.

I know that this server needs to run on $$ but for the sake of the pvp here.. the legendary meta gems should be deactivated in arenas(they could be left in bgs for financial purpuses).
Also the pve gear downscale in arenas and bg's should be set on 512 ilvl (like it was on retail)

These aspects are vital to a blizzlike pvp experience.

About the downscale , AND PLEASE , don't jump with flaming and " fk..ng donor " shit .

It is true , PvE downscale in arenas should be slightly higher then it actually is ( because some classes have a very high advantage in this patch ) for ex affliction warlock , rogues but thats mostly because the meta socket that gives a very high bonus to the class itself .

Also a fully geared PvP player - Grevious gear ( I am comparing affliction warlock ) deals more overall damage in a arena ( Strictly talking about arenas) then a pve player ( with the current downscale) . So to be honest I don't really see why you are complaining about PvE gear in general , when actually the meta legendary gem is the main problem to be fixed overall . And no, I am not insisting that the downscale should remain the same .

And what I've said above can be confirmed by players ( healers mostly) that got some tyranical + grevious gear and know the difference since 1-2 weeks ago.

Said all this just to point out the main issues that should have a priority on fixing .
