Bug description: Casting renew second time in a row increases the duration.

With Glyph (33%healing increase,but 3 seconds shorter):

8.51 seconds > goes to 11 @second cast

Without Glyph:

11.34 > goes to 13-14 @second cast

If I understand you correctly, it basically incorrectly adds one extra tick. But are the ticks from the refreshed Glyphed Renew ticks +33% at least?

Yeah,the glyph adds that 33% more healing per tick,the problem is in the spell overall it just adds 3 seconds randomly,but since it adds it with and without the glyph it's not the glyph that's causing it,so the problem is really in the spell.

The spell is behaving very strange, it randomly adds up to 3 seconds. I stood up refreshed it constantly only to find its glyphed duration jump between 8 to 11 randomly. Sometimes at 11 seconds, which is added duration already, when refreshed, it jumps back to 8 seconds.
I'll confirm this within 48 hours if you got nothing else to add.

I just noticed that refreshing Renew now goes to 9 seconds and in like 7-8th refresh,it goes to 11,not sure what caused that(last crash/restart was 9h ago)

The only problem with this is that it should be clipping only if the HoT has less than 3 seconds. Now it's clipping (adds a new tick) every time you cast it. If the spell is about to fall off you should be able to refresh it without losing that last tick so the last tick will be added to the new HoT.
At the moment the server adds the NEXT tick (not only the last one) to your new HoT. So if you have, for example, a 12 seconds renew, you wait for it to tick once, it's duration gets to 8 seconds so it has 2 seconds until it ticks again and you refresh it you get those 2 seconds and the tick added to your new Renew, making it 12+2=14 seconds

There is nothing wrong with Renew, this "clipping" is identical to all other buffs (you can also test Rejuvenation since it has 3s tick interval too)

So if MOST of the times, if you cast Renew/Rejuv again if NO tick has been done, it refreshes to regular duration. If you let 1 tick hit, it adds 2 seconds to the regular duration. I thought that those 2 seconds are because 1 sec passed from those 3, but I refreshed with 1 second remaining of that tick and still got 2 seconds.

There are times where even if 2-3 ticks passed, you still get regular duration.
