that npc is visible now, but the rest are still not visible. I posted a link with all the npcs I found so far that are not visible, there are probably more.

Stormcaller Mylra is not spawned on the ship, proof, and the other NPC are also spawned on the ground, proof ( Stormbeak, Slain Crew Member, First Mate Moody )

Since it's a world boss, neither this boss or Drov the Ruiner should be available at the same time, apparently. Additionally, they share a weekly loot CD, so you can only get loot once from one or the other.
