From your screenshot it looks like the wq didn't pop up for you, go to the fallen tree and move around and it tends to pop up at least for me then just go kill him, seems the wq area needs to be moved slightly.

World quest works but it triggers further north of the npc. You have to move on the path to the north, and when it triggers you have to go back and kill npc. Either npc or the wq trigger area needs to be moved so that this problem doesn't occur.

If the quest still doesn't trigger try deleting the cache folder, i had a problem when no WQ would trigger for me no matter what i did and deleting the cache fixed it.
