Bug description: The healing done by the trait should never crit. It's a %HP based spell. These damaging/healing spells never crit and should never be affected by healing reduction debuffs.

The healing done by the trait works well in PvE but doesn't sync in instanced PvP environments. It's reduced by something. I had a fury warrior and an assassination rogue on me in 2v2 arena and got bursted for 3+ mil damage and got only 400k overall healed with 15-25k ticks of healing.

Ask two fury warriors to burst you in arena during Pain Suppression and you will get healed the way he got in the video. Difference is that he took way less damage and got healed for that amount.

It's probably because of dampening.
In the video it's a bg so no dampening but a 2v2 starts at 20% dampening and that's 20% healing reduction.
I also heard that disc healing and absorbs might me doing less dmg than they should. There is a bug report regarding this : https://forum.wow-freakz.com/Priest-Discipline-all-healing-and-absorb-dampening-t579782.html

as for the low healing, that is probably caused by dampening or a general bug with disc,
the crit part is confirmed however
