Bug description:

It seems that it shouldn't increase existing DoT dmg while in stealth. At the moment it increases existing Bleed, Poison damage when going in to stealth. Which allows certain abilitiest to double dip from this talent. Like if you apply rupture in stealth it will gain 25% extra dmg. Which is ok. But when you go in to stealth again. Rupture gains another 50% dmg. So in total you get 75% dmg increase from this talent.

I can confirm. It is indeed bugged the way its described, if you apply rupture out of stealth, and vanish, after those inital 3 seconds of vanish you gain benefit of nightstalker and it amplifies existing dots BUT for the duration of stealth, as soon as you leave stealth it goes back to normal. For PvP this bug is irrelevant because in no circumstances you want to take this talent as a rogue, since its pretty much useless and subterfuge provides way more. I can see it only being usefull in PvE, but even that is a dps loss.
