[Shaman][Enhancement] Stormbringer proc (Proc sequence) Legion bug

Bug description: Stormbringer proc having half procs than it should have, the problem apeared after the legion "fix" and it still persist on live server, from what i remember the problem was called "proc sequence" and it disapear from trello in the end of legion after 6 months since confirm.
Proof: Comparing retail logs with freakz logs the diference of procs is huge, for this comparison i used logs from similar geared shamans with 440ilvl vs 448ilvl freakz) and similar fight lenght


Stormstrike affect Lightning Shield, Flametongue, Frostbrand and Windfury procs, the most negative impact is on lighning shield reducing the uptime and damage dealt by ~50%.

GMs do have the right to delete negative comments that have nothing to do with the titled thread.

Also simply posting combat logs of two different specced enhancement shamans with different gear and stat set up isn't a very reliable way of proving your point.

There are just simply way too many variables to account when comparing in such way.

This is the most concludent way to prove, having almost same gear , because there are just minor diferences but a huge gap.


Enha don`t have any hotfix for this patch(there was overwhelm hotfix that affected shaman but it was meant for 8.2 so we have it now as it should be) esences with 8.2 values, talent spells are also real valued because there is no change from 8.2 to 8.3 for enha.


Similar stat with freakz being better geared(and higher haste with 300-400more than any other in those logs(2000 base haste for freakz shaman)


Bigger ilvl for freakz log


Exactly same azerite build(2x harmony 1 thunderan 1 resonance 1 rolling and 1xswirling(some have another trait instead of swirling but none of those increase haste or attack speed)


Exactly same talents build (one of these logs have 1 talent changed( wolfs instead of ascendance) which is minus for the proc rate and the player also has a lot more casts of ss/ws)


BotE as third essence is missing for freakz shaman log, but this is a 30-35% uptime with 600-700 haste which is hardly overpowered by the 300-400 haste dif also there are just half of the logs that use |CLF+IRIS+BOTE, some are just using CLF+IRIS+strife/ancient flame/lucid dreams and freakz shaman log is with CLF+IRIS


Gale-force with 30-40% uptime is a small increase because it only affect mele and dealing more mele = more procs but mele hits are about 5-10% of enha total attacks which proc ss => few melee attacks bonus from that is almost insignificat. At the end of the fight instead of 100 mele hit you will have 105? Wow, different build


Force multiplier = 170 haste= 2.5% on proc and has ~40% uptime. (1%haste = 68haste)


Also in only 2-3 parses ppl used harlan (which also has a haste+mastery proc to boost ss procs)

vs

Freakz build which was font+dice all the way(dice about 20% uptime and proc is 200 or 400 haste )



After all this being said, not gear or azerites or stats or talents differ from freakz to retail(slight gear/stats,advantage for freakz shaman, talking about base haste and haste gained from diferent sources), there are not so many variables left, pure rng can`t be happening again and again, pull by pull and to be on retail favor every time.


There was a confirmed trello post back in legion with this bug which is still unfixed, something about proc sequent but was forgotten for more than 1 year, since legion mod confirmed it.

look at the cast amount of the main skill and if tested on freakz it won't have half of what is present in this log
