Bug description: Chain Lightning has a low chance to overload even when u have 100% mastery

Proof: tested with 100% mastery which means any spell that can overload it has 100% chance to overload
but i used chain lightning like 8 times it only overloaded twice

On Legion, Chain Lightning has a chance of 1/5 to proc overload, so 100% mastery is a bit useless bcs you won't reach 5/5 procs.

Angels can still feel fear.
